Hydepark, can you help with the table? Is this the East Asian age reckoning, or is this the age per 31 December 2019?

If Hanako Uehara is the oldest in the prefecture (aged 111, born 28 Nov 1907), then I reckon she is the 112-year-old woman... only, on 15 Aug 2019 she wouldn't be 112 yet. So how should I interpret this table? Thanks.
